Construction – Traffic & Access Arrangements

(JUNE 2026 UPDATE)

Construction traffic is directed to avoid the centre of the village, with all vehicles accessing the site via Bath Road and Hoad Way, and vehicles are not allowed to park on surrounding roads whilst waiting to access the site.  We are also using our best endeavours to avoid deliveries taking place during morning and afternoon peak hours.

 

JUNE 2026 UPDATE – EXTENSION OF TIME TO USE EXISTING SITE ACCESS FROM HIGH STREET

 

It was originally intended that, for the first five weeks of the construction process only, construction vehicles would access the site from an existing access point on the High Street.  After those five weeks, it was intended that the High Street access would be closed, and from then on all construction vehicles would access the site from a new access point created on Hoad Way.

 

Unfortunately, as part of works to create the new access off Hoad Way, we have discovered that there are a number of ducts in the verge behind the pavement along Hoad Way, carrying telecoms and power cables.  Before the new access can be completed, those utilities will have to be either protected or lowered deeper into the ground, and our appointed contractor has written to the service providers to secure their agreement to proceed with these works.  We have been advised that it could take up to eight weeks to obtain agreement from the service providers and complete the works, but they will be completed as quickly as possible.  Because of the utilities’ location, both lanes on Hoad Way would remain open while the work is undertaken.

 

As a result of this issue, it has not been possible to open the new Hoad Way access on 1st June as originally planned.  Panattoni have been in regular contact with WBC Highways since finding the utilities, and, given the time it could take to obtain the agreement of the service providers and undertake the works, they have asked WBC Highways for an extension allowing the continued use of the High Street access for a further eight weeks if necessary.  This extension has been granted and allows for the High Street access to remain in use until Friday 24th July, but the hope is to complete the works and close the access sooner if possible.  Use of the High Street access will not intensify while it remains open but stay at the same level experienced over the last five weeks.

 

 

INITIAL VEHICLE ACCESS FROM HIGH STREET (CURRENTLY IN USE)

 

An access to the site already exists on the High Street a short distance east of the junction with Woodfield Way, immediately adjacent to a parking area next to R&M Lighting.

This existing access has been widened to accommodate construction vehicles and the existing gate removed.  An on-site area has been provided as a holding area for vehicles, so that any vehicle wanting to access the site can park safely on-site and not obstruct the street.

We appreciate that the High Street is a well-used walking route for schoolchildren, and signage is displayed advising drivers of this and warning them to take extra care.  All delivery traffic is directed via prominent signposts off the High Street and into the vehicle holding area on-site.

 

NEW VEHICLE ACCESS FROM HOAD WAY (TO BE OPENED AS SOON AS POSSIBLE)

 

While the High Street access is in use, a new vehicle access to the site is being created from Hoad Way.  Once the utilities issue affecting the new access is resolved (see above), this new access will be opened and the High Street access closed, with all construction traffic using the new Hoad Way access from that point on.  This access will ultimately become the sole vehicle access to the new units, formalised into a priority junction later in the construction process.

There will need to be some limited closure of Hoad Way’s southbound lane and footway to fully connect the new access with the existing highway, but this will mostly come later in the construction process when the access is formalised.

 

Once the Hoad Way access has been created, the High Street access will be closed to vehicles and ultimately converted into a permanent access for pedestrians and cyclists only.  This pedestrian / cycle access will be closed to the public until the construction process is completed.
